Technology is but a tool. Tools aren't harmful. The people using the tool can be harmful.
Cell phones aren't "social control and tracking systems", evil people use them as social control and tracking systems. That isn't all they do or all they're good for, nor is it inherently what they are.
It all depends on how a tool is used. If these tools are still being used in evil ways then we haven't done our jobs and rooted out and defeated all the evil. If and when we have done that these tools should stop being used maliciously and can be implemented in a good and useful manner to aid people.
I agree, but that they were built and designed with evil intent, would take a close examination to extricate that type of control systems.
In some cases it might be one where once the control systems are removed that what remains is no longer functional.
As an analogy, there are some video games that would do the copy protection requiring a connection to the server for verification. If you remove that server, then the whole game stops working because the verification system requires it to start. (Yes, it can be cracked to spoof, but the rest would lose that function).
