From a practicality standpoint, the best you can hope for is to recreate the old rail networks around the interstates for long distance travel. Meaning that you'll have some random town popup in the middle of nowhere so that people can charge their cars and have something to do during the downtime.
Unless of course you can start to tackle the alternative of hot swapping batteries. Which would include making the batteries removable in the first place and not structural like the engines on a single seater race car, and standardizing them compatibility. Then the issues of battery ownership; if you're leaving yours at some location is there a rental fee and holding fee, some sort of exchange credit, or simply buying multiple batteries with storage fees in case you want to travel in that direction?
