In their perspective, survival of civilization means taking the "chosen people/elites" safely to the prepared underground bunkers prior to the 2046 micro-nova ELE. That can't happen with 7 billion pissed off people muck'n shit up on the surface. Russia and China are about to disrupt a multi-general plan.
