Looks like the ABC News pix were altered with Adobe Face-Aware Liquify (industry standard). The modified areas appear to be blended within set margins - as is typical with this filter.

The ABC link doesn't show an altered face right now - so I'm not sure who altered the first image; could be ABC or could be someone wanting to generate fake outrage.
