DC had become a "foreign corporation" right after the Civil War because the US was bankrupt and the government made a deal with the British for borrowing funds from the Bank of England to sustain our government. That deal for the foreign corporation ended about 2 years ago. Meaning that DC is basically bankrupt right now. That is why most of DC is abandoned and Biden has never stayed at the WH.
