Better yet, how did the shooter get into the building.....with the cops in pursuit, who then themselves were locked out of the building for almost an hour and didn’t have a key?

Commercial SS doors of the types used in schools and municipal buildings require a key to both lock and unlock them....? How were the cops locked out if the shooter had just entered before them reaching the door?
