It was a SMALL TOWN, they likely had to ship in a SWAT team from a neighboring bigger city. Its no real surprise they had to scrounge for equipment.

This is ALL ASSUMING it went down as the media is saying it did, and I have a personal policy about trusting the news media: Never do it.
