I worked in a local junior high for 11 years as a teacher. We had practice drills. We were instructed to put all students together, cut the lights off, lock the door, and be real quiet. I absolutely hated that. We were easy targets. That was the plan schoolwide for protecting our students. I told administrators several times to remove those Gun Free Zone signs. I told them to change them to come shoot us we're sitting ducks. I wish parents would ask for a detailed plan but nobody did in our district. They had no idea of the ridiculous and dangerous plan put on place
I worked in an office where our tornado safety area was an unused floor with the same walls of windows as the office area and it was half full of loose junk like extra desks/cubicle walls/etc. I was our team's "safety coordinator" so it was my job to make sure everyone went there and was present/accounted for, and the gal running things (HR lady no less, talk about worthless) refused to listen when I said this is absolutely wrong we should be in the concrete stairwells....
