The Military has a history of leaving gear behind or dumping into the ocean. That way we need to make more, and we give other people the means to make trouble.

This was one of the motivations for vietnam war and korean war. Tons of military supplies left in Okinawa base in anticipation for an invasion of Japanese mainland. Went to waste after the Bombs. Brass decided to use them in Vietnam and Korea.
