I do believe we have to tread carefully on the "was previously known to law enforcement" angle. Who knows where these idiots will go with the pre-crime concept if given the chance? Aren't they already trying to classify most decent people as domestic terrorists now? Discuss.

Some of the "previously known" information is just so huge the real problem is sorting out the wheat from the chaff. Imagine if you receive information on a thousand bomb threats. How would you know which ones are real and which ones are hoaxes?
You might argue that following them all up is the way to go but that will need more resources and the next outcry will be why do the police spend $x billion on pursuing hoaxes rather than real crimes?
