If there were multiple shooters, this statement would carry some validity. One single shooter is no match against a team of officers who are trained for this.
Nefarious intents aside, we now live in a society that embraces absolute safety and tolerates zero risks. Doctors who swore an oath to do no harm are more concerned about suffering no harm to themselves. Police officers are more concerned about their own safety when the safety of others are in jeopardy. What's next? Soldiers are afraid to go to the battlefield because they might die? Oh wait, that's already happening, too.
What the NPCs will never understand: when one chooses a profession, the choice should be made responsibly, and that means understanding and ACCEPTING the risks associated with the choice. Doctors and nurses could catch deadly infectious diseases, police and soldiers could die. If you work in an underground mine the ground could collapse on you; if you work as an underwater welder sharks could kill you, etc. That's why these jobs pay well, for the risks associated.
I hope what comes out of this great awakening phase is that the society returns to when men are proper men and women are proper women again, and that we value a safety culture but not go overboard.
