The more votes they need to be able to cheat, the worse the situation with the homeless will become.

Yep. All the homeless got a hotel room during Covid aka a mailing address for their ballots.

That never occurred to me before, but I believe you are correct! Then after the election November election, the funding "ran out" and they were back on the street.
