The State of California is trying to entice people who do not make enough money to file an income tax return to do so by offering several "carrots." At the March 2022 Board Meeting for the state's income tax agency, there was a very long and super creepy presentation about how hard they are trying to hunt down and track all the people in CA who are not required to file income taxes.
