Having read through the history of diesel fuel emissions “improvements,” it almost seems like someone set about with the intention of destroying the industry.

Having seen Obama’s first, second, and third term policies, I no longer believe these problems are unintended consequences.

Yep. Think the VW / Audi TDI diesel engine controversy & lawsuits - which was a complete SCAM perpetrated by the US Govt.
