I figure that "waiting for normies to wake up" is because the captured country (us) has to reject the new government that was put into place.
The Law of War manual has lots of considerations in it for determining when the captured citizens have rejected the new government.
It would be easier to see if there was a revolt & bloodshed. But chaos is the deep state's turf and where they operate the best, and I think we'd lose under that scenario because we'd either burn our country to the ground or believe anything just it to stop it.
