Can only change venue on defendant’s motion because of the 6th amendment and rules of criminal procedure. 6th amendment states “In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the State and district wherein the crime shall have been committed, which district shall have been previously ascertained by law…”
Now if there is a nexus to say the eastern district of virginia, thus creating multiple districts in which the crime occurred, it is ok to bring charges there.
