UN is not a military arm. It is a governance board. NATO, or the ATLANTIC CHARTER were: WOII ALLIES ... ex SOVIET Union. Allied Personel was called: United Nations Personel. .....

This resulted in SHAEF -> abolished in all countries except Germany. turned into NATO.

Those are only provided with the voluntary agreement of a member state. Think: Dutchbat vs NATO in Srebrenica. Too lightly armed and no air-support. That is setting things up for disaster and have no real teeth. Paper-tiger.
