When did the U.S. Government get involved in Solar Energy projects before?

Oh... Solyndra... where Obama's friends made off with $600 Million in U.S. taxpayer dollars, Solyndra went bankrupt and China bought all of the manufacturing equipment at pennies on the dollar.

I guess we haven't learned anything? Or does Biden have NEW friends who want a $600 Million payoff?
