Doesn’t 3716 and 3717 rule out Durham’s and the January 6th Unselect Committee’s investigations? Both have made arrests already. Not sure if either have unsealed indictments, but both definitely have made arrests.

It also seems there has to be a secret investigation going on specifically looking at violations of the Law of War. There has to be evidence of collaborating with a foreign entity to enable trying a civilian in a military tribunal.

An indictment and arrest based on a law of war violation could trigger a mass population awakening. But even that probably depends on which foreign country it is and whether that would offend normies.
