The context around this seems to be in relation to asset seizures under the 'seize anything owned by russians' rubric. Which isnt to say that these wannabe thieves wouldnt want to steal everything else also, they sure were not in a hurry to face the music for the bank freezes of accounts belonging to the truckers.
