Even if passed by the Senate, no one will have to obey this law.

It is firmly established that no law that is repugnant to the Constitution ever has any legal effect. No one is obligated to obey it; in fact you are obligated to disobey such an obviously and egregiously illegal law as this, which involves sanctioning the murder of innocent humans.
