There is some insane law that someone only has to "feel" offended or "feel" that something is racist in order for it to be investigated as a hate crime, combined with a culture of fear among the police for what may happen should they be found to not have investigated such a claim with the utmost of seriousness (no matter how much they know it to be a waste of time).
