A collective entity built from circle upon circle upon circle of secret societies, "think tanks", secretive groups, CBs, News/MSM etc, etc. All positioned by elites working to an overall goal yet independently. I saw the circle theory in a video, forget which now, but very sensical, and also plausible when it seems the DS is working against itself at times.
But this circle theory also plays in with why I don't think the DS is panicking. Outer circles, yes most certainly, but the inner most circle/s, they may be cringing, but I doubt panicking yet.
We see the outer circle crumbling every day as their narrative gets crushed, but truly the inner most circle is likely names of families many have never even heard of blocked by all the outer circles.
They've been building this for a millennia and goes well beyond Khazaria, well back to Biblical times to eradicate Son of Man and take the Throne.
I don't know how it's going to work out with the Great awakening or Great Reset and God's plan. But I know God trumps all, but believe it, it will be Biblical!

I think for the upper levels/inner circle, they are extremely arrogant and view themselves as completely untouchable. And while they have enjoyed that status for thousands of years, I believe it is coming to an end.
I also agree that there are many factions, and they fight among themselves all the time.
Betrayal and humiliation is a huge part of their rituals and initiations. They are probably working together much more in recent years because they are uniting against the MAGA movement.
