One potential reason is they told all the older people if they didn't get vaccinated they would be responsible for killing their grandkids.

"The kids can't get shots, they can't protect themselves. You need to get vaccinated so you don't get your grand children sick and kill them."

I know several anti-vax older folks that this trope worked on.
