Most people think that the Constitution prohibits the states from taking action, even if the federal government will not.

That is not true.

Read Article 1, Section 10, Clause 3:

No State shall, without the Consent of Congress ... engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.

A state can round up the invaders, put them into a prisoner of war camp, prosecute them, and then release them back into their country of origin, so they can spread the word to stay away from that state.
