If they don't, then it's toothless. However, if a program is introduced that trains them in use, safety, maintenance and protocols this could actually be something that has some serious value in putting Florida into a power position in future disputes.

Amen. I don't think enough Patriot/civilian emphasis is put on the pog aspects like comms and logistics.
