From what I have read throughout the years regarding numerous, similar looking sky-swirl reports, all rockets can, and sometimes do produce these types swirl patterns during certain types of rocket failures. {edit} Rocket thrusters that become out of alignment with the rocket body can cause a wobble, leaving a large swirl of exhaust behind it.
