We used to sing the Black National Anthem every morning at Harlem Park Elementary in Baltimore when I taught there.

I would say yes, as it was done every morning in assembly before the start of classes with the principal leading the group.

Now, I taught elsewhere in BCPSS and we did not sing it but I know it happened at Harlem Park because it shocked the hell out of my and I had to Google the black national anthem on my specials break lol
