Does anyone know what "cerulean blue (ACTIVATED) EFDECTIVE IMMEDIATELY" means? Ive never heard this. My sister sent me a telegram post with this asking what it means.

Yes that immediately came to mind. I remember random shit and I can remember that phrase from that episode and haven’t seen that one in years now. Weird right.
Vince Gilligan—the creator of breaking bad and better call Saul—wrote that episode.
Interestingly Bryan Cranston (before he was famous) was in an episode “Drive” S6E2 which was written by Gilligan.

Cerulean Blue:
Cerulean stems from the Latin word “caeruleus” which means heaven or sky. Cerulean is a true blue color between azure, teal, and sky blue.
a : a variable color averaging a strong greenish blue that is bluer and duller than grotto or cobalt blue and bluer and lighter than indigo carmine.
b : a strong blue that is greener and stronger than Sèvres and greener, lighter, and stronger than Victoria blue.
I don't think it's the color of the U.N. Helmets, which are more of a light blue.
In the movie "The Devil Wears Prada"... there was a scene where Anne Hathaway's character had a lumpy blue sweater. Miranda Priestley informed her that the sweater is not just blue, it’s not turquoise, It’s not lapis... It’s actually cerulean.
Maybe that's what "cerulean blue effective immediately" refers to. Their discussion was about how one fashion designer showcased "cerulean blue" one season, and it became a fashion hit and a must-have color for that year. Of course, Anne was wearing the sweater 2-years after it went out of fashion.
It may mean that it's time to effect some change in perspective, or some change in marketing or to show people some new aspect of something. Cerulean Blue might be a call for revealing something to the public that will change attitudes.
