When Maxine Waters urges her followers to surround people with crowds and attack them, and to forcibly resist a SCOTUS decision, she is no longer protected by speech or debate: "shall in all Cases, except Treason, Felony, and Breach of the Peace" -- inciting people to defy the highest court is most certainly AT LEAST "breach of peace." It's probably actually a riot charge. Or better yet, rebellion or insurrection (18 U.S. Code § 2383 - Rebellion or insurrection)
