Its not dictating, its basically proof that white hats are in control.
Remember the Q post about John McCain coming back to news, and exactly one month later to the hour and the minute, he was declared dead?
Its like that. White Hats have all the controls, and these controls include very finegrained stuff like exactly when certain cases get decided and how they are decided etc. Normally the Cabal had control of these levers, but its been under WHs control for a while now. We are just seeing them in action.
