Where is sauce that birth certificates are being generated for aborted fetuses, or “aborted fetuses”?

Just curious where this rabbit hole comes from.

Care to lay it out for me. I know some stuff but I’d like to have a bigger picture explained to me. I totally would not doubt it based on all the other scams and profiteering off baby parts.
