So the Deep State is the civil servants? I used to consider them the secret society members who make policy for the whole planet.

All inclusive. The civil servants (or bureaucrats), the NGOs, all the secret societies and clubs, the elites that fund everything, and their minions like the media. Somewhere in there you could add UN, World Bank, WEF, WHO, and other like agencies.
