If he had changed it right away, and lots of people were replaced, the when the dark side changed them back there would have been mass confusion and inefficiency.

So they might not have been nearly as able to really obviously screw up EVERY SINGLE THING they touched. So he let them keep their network of evil, so it would become obvious to even the most sheepish of sheep's and to the Monstets' Minions....
