A new contract was approved to complete the final phase of construction and bring the facilities up to a modern standard of energy efficiency."
FYI the "modern standard of energy efficiency" was the reason given for the pricey upgrades that appeared to have no effect above-ground at Azovstal at that steel plant where NATO was holed up in a huge DUMB.

Seems like a government contracted company could be looked at directly by inspectors? Why would we spy on them?
