Nurse Practitioner. They can prescribe meds. Not sure about narcotics in all States but it is an elevated Nursing position that requires a minimum of a Masters of Science in Nursing. There is also a Doctorate in Nursing that can be obtained. The privileges vary by State as to whether they need an MD or not. In some States they can open their own practice without an MD and have full prescription privileges.
Honestly, I have no idea. I don't think so. Misuse and use by people with certain ailments can be life threatening. That is usually criteria for FDA controls. Although they have gotten a bit out of control on what they classify as dangerous. Ivermectin is virtually idiot proof, and yet they regulate that by prescription only. The FDA needs to be reigned in. They should monitor and enforce purity standards and regulate pharmaceuticals that can be misused or can be life threatening when dosed by ignorant people, other than that, they need to stay out and let people be responsible for themselves

I know for a fact they can recommend and then tell the doctor to prescribe. Doctors do listen to the RN.
