Could it be for an anticipation of tactical nuke use? Possibly. Would Nato do anything? Probably not. Allegedly, Russians have spent a vast majority of their medium range cruise missiles and may find that small tactical nukes, which they could have up to 2,000 of, may be the best solution. Who knows.
