Sudden upheavals cost lives. You know else costs lives? Experimental gene therapy developed to reduce the human population.

There will be much to explain. By bad guys and good guys. The people who lost young loved ones will have pitch forks ready for Q and Q+, too. The vaccines have been an absolute unmitigated failure of the plan.
