Did you actually read the law? Unless I'm misunderstanding something, it explicitly says citizens cannot be required to submit to a vaccination, diagnostic test or "other treatment" for Covid-19.
SECTION 9G.7.(c) This section shall not be construed to authorize the State Health Director to require any citizen of North Carolina to submit to a vaccination, diagnostic test or "other treatment" for COVID-19.
That does make me wonder if non citizens who are in NC can be forced to do these things, however.
I think the entire section only applies to COVID-19.

The words "for COVID-19" can't only be modifying the words "other treatments" because the title of the section makes it clear that the entire section is about covid.
