It's possible. Did you see that white guy that was armed only with a knife on a highway I think in Tennessee? The dude was basically executed by a 20 officer firing squad. He was not even remotely close to anyone to harm them with the knife. And literally all 20 opened fire, and the retard one not paying attention pumped 2 shotgun rounds into the guy after everyone else did a mag dump. Far as I know, not a damn thing happened to them either.
There is no reason to shoot someone 60 times. That is beyond reckless. And could have endangered other officers as well. Trigger happy asshats. Police should have the same rules to discharge a firearm as a civilian has. And when your use of force is unreasonable, they should be held accountable just as a civilian would be.

If 6 cops empty their mags all at the same time, you get to 60 rounds fairly quickly.
