Just a theory.

Either way, the bodies being found in Lake Mead will wake people up to the evil that is in this world.

Why would they encase bodies in concrete on the island just to ship them by sea to the mainland, to then dump in a lake/reservoir?

No, it's much more likely the redi-crete sent to Little St. James was to fill in tunnels, block off entrances etc etc. Burying evidence of missing children and torture, murder and cannibalism. What a lovely location, eh?
