So to answer, they can organize and communicate anywhere they like. Seemingly criminal behavior on twitter, on facebook, on the google platforms are neither punished nor policed when its antifa communications.
That might suggest something to the astute observer.

It happens all the time. I guess you just happened to miss them somehow. Search here or probably better on p.w for 'rose city antifa' which I think is the group based in portland. Huge numbers of screenshots, links, video reports and clips, legal documents - knock yourself out.
