It's context specific. In this case he is doing experiments on an island full of monkeys. It is an island called Morgan Island (AKA Monkey Island), off the coast of South Carolina, set up specifically for him personally (it is owned by the NIAID) to do such experiments on. In this case he is quite literally Dr. Moreau.

I agree there are other experiments supported by Fauci where Mengele is a better fit.
