You're talking about people who took the thing just so they wouldn't get angry looks, they go along to get along, always.

I guess even among cowards there's perhaps levels of cowardice? perhaps those that are a little less would start speaking up, then a few more, then more

These people will only go with whatever a crushing majority is doing, it's the only thing that gets them going.
