not really. seems the article is pointing out how the rule set was changed to disallow doctors from reporting adverse effects, so the reporting has been low. so now the authorities want to have doctors report what is going wrong, but still have the threat to doctors that they could lose their license for reporting those same adverse effects. like that they are in a catch 22 but with out directly saying they are in a catch 22.
