Well, He can't, but IF this is put to a Vote, in Congress, and it passes, it will be very Difficult for the Military to present Evidence.....

BUT, it will also have to go to the SCOTUS for correction as Unconstitutional, which it is, and Shitty Schiff knows it is, but he's trying anyway....
