My question is, if it is someone on our side doing it and its not just coincidental, why would they target monuments? Monuments are simply objects built to remember or celebrate things. Why use super high tech DEW or literal lightning strikes to take them out when those weapons are highly classified? Seems overkill to me

Because it is just an adjunct to the real use of the DEWs in taking out the DUMBs and tunnels, the odd global earthquakes in areas where such things are rare.
