Not sure what you mean by "voluntary transactions" is. I assume you mean buying and selling. I believe in that context, that those engaged in the selling not the buying would be punished. As I stated I'm sure that the amount sold, the danger of the specific drug and the degree of threat to life presented by the offender would be considered before execution. It's incredibly short sighted to grant this power to drug agencies. The very agencies that have been caught funding the CIA, giving passes to the most horrific drug lords, and incarcerating non-violent offenders for voluntary transactions.

He didn't make a new law? He isn't buying upncattle cars or stocking up on cascets!
