Unconstitutional on its face. The only means for gun control has been exploited through the Commerce Clause. When it comes to the 2A and the Right to bear arms for the individual, this has been recognized by SCOTUS as an individual right.

Making your own firearms for personal use is not pursuant to Commerce Clause restrictions. Therefore, the State has no jurisdiction in this matter.
