Maybe the ones who did think about it thought that turning off tracking was enough. I have GPS tracking turned off on my phone, but there's enough cell towers in the area to triangulate my phone to my house.
Worst case tracking in remote areas is going to be to the closest cell tower, so within a few miles. Cell tower connection history can be used to narrow it down a bit. GPS can still be enabled remotely if the phone has service, so it could still be located to a small area.
